State government has constituted a standing high powered committee governing body for the Hornbill Festival to provide overall policy, direction, inter-departmental coordination, and strategic oversight.
According to a DIPR report, the committee would be headed by chief minister as chairman with following as members deputy chief minister (planning & NH); deputy chief minister (home & BA); minister (tourism & HE); minister (horticulture & WRD); advisor (art &culture); advisor (industries& commerce); advisor to CM; finance commissioner; development commissioner; commissioner & secretary (tourism); secretary (art & culture); secretary (industries & commerce); secretary (horticulture); chairman (TaFMA) and chief secretary as member secretary.
The role of the high powered committee is to provide strategic vision and policy guidance; ensure inter-departmental convergence; approve major strategic initiative, partnership and frameworks; monitor progress against defined outcomes; allotment of site; monitor the rates for materials sold and events and all policy decisions.
Further, amongst the members of the HPC, a convenor and festival director for the Hornbill Festival would be appointed.
HPC in addition to above would also oversee the CSRs, Sponsorship received for the Hornbill Festival. The decision to hold any event for promotion of music, culture and related activities in the Naga Heritage Village, Kisama during the period other than Hornbill Festival would also be approved by the HPC.
