NCSU alleges anomalies in PWD (Roads & Bridges) NIT

Nagaland Contractors’ & Suppliers’ Union (NCSU) has claimed to have found some anomalies in the Notice Inviting Tender (NIT) PMGSY-III batch-1 2023-2024 under PWD (road & bridges) and urged responsible authority to keep in abeyance the NIT till rectification of anomalies.


In a letter addressed to the chief engineer road & bridges (PWD), NCSU president Pele Khezhie and general secretary John Kath stated that in the previous years, NIT were invited project-wise.
It pointed out that in year 2017, there was 19 packages and accordingly 19 firms were awarded work order as per bidding.


Likewise, in the year 2019, the union said NIT was called for 13 packages and accordingly 13 firms were awarded work order as per merit of bidding. “…our demand is to break up the projects and should be segregate district wise, as most of the district has been clustered with another district which is practically not feasible,” NCSU stated.


Stating that in the past problem was faced in completing one project in time by one firm, NCSU asked “then how can one firm complete 4-5 projects at the scheduled time?” In such case, NCSU said the PMGSY programme would be a total failure.


In this regard, NCSU said it submitted a representation to chief minister on July 21, 2023 to allot work order on one firm one work order against 40 packages of Phase-III of PMGSY.


However, the union said the department especially PMGSY branch already invited NIT for 40 projects clubbed into 16 packages undermining the NCSU representation “thereby trying to deprive many aggrieved qualified contractors.” In the light above, the union has asked the department to keep in abeyance the NIT Phase-III PMGSY till the matter was rectified.
