Alleging various anomalies in the implementation of projects by state government departments, the Nagaland Contractors’ & Suppliers’ Union (NCSU) has served an ultimatum on the state government to take necessary action.
In a representation addressed to the state chief secretary, NCSU president Pele Khezhie and secretary Imsunok Jamir highlighted ‘anomalies’ under PMGSY package-III, tribal affairs department, school education department, and tourism department.
PMGSY package-III: The union stated that 16-cluster projects of the 40 works in the state under PMGSY package-III were to be executed using full depth reclamation (FDR) technology. NCSU said the work order was issued in March 21, 2024, with 18-month period for completion of the work. However, NCSU expressed concern that the project may not be completed as schedule. The union, therefore, urged the chief secretary to direct the contractor(s) to expedite the work and ensure timely completion using the FDR machines as specified in the work order.
Tribal Affairs department: NCSU alleged that the department in some of the projects made excess payment than the actual work order issued.
The union claimed that under the PMAAGY project, the department had been deducting nearly 20% of the allocated fund, significantly affecting the quality of work. Further, NCSU said that the implementation of the tribal research institute, no notice inviting tender (NIT) was issued.
School Education department: The union stated that the department has not issued public advertisements for civil works under the Samagra Shiksha Abhiyan. NCSU said the department has also allotted a total of 130 work order to only one firm, which has sub-let the projects to a third party in complete violation of the laid down norms. Also, it said no NIT was made public but the department resorted to table tender instead of open tender.
Tourism department: NCSU expressed dismay that proper procedures were not followed in awarding the contract for the construction of the main arena pavilion at Naga Heritage Village, Kisama, amounting approximately Rs.100 crore. NCSU further alleged that no NIT was made public while that the implementing contractor was directed to do work without any work order.
In the light of the above, the NCSU has requested the chief secretary to address the issues raised and respond to its concerns on or before July 20, 2025. Failing which, NCSU cautioned that it would be compelled to resort to own course of action deemed fit, including legal recourse.
