KOHIMA, SEP 21 (NPN): Nearly five lakh electors in Nagaland are likely to receive notices from the Election Department over discrepancies in mapping their details with the 2005 electoral roll during the ongoing Special Intensive Revision (SIR).
Additional Chief Electoral Officer (ACEO) Nagaland Awa Lorin, while briefing the media here on Monday, said 9.33 per cent of electors were categorised under “no mapping”, while another 27.31 per cent fell under mapping anomalies. Together, the two categories account for 36.64 per cent of electors.
The draft electoral roll for Nagaland’s 60 Assembly constituencies was published by the respective Electoral Registration Officers (EROs) on September 20, 2026, excluding nearly 1.59 lakh names from the pre-SIR electoral roll following completion of the enumeration phase.
Lorin said the briefing was aimed at providing necessary information to the public and ensuring that the next phase of the SIR exercise was conducted in a transparent and credible manner.
According to the Chief Electoral Officer (CEO) Nagaland, Bhagyashree Bayanat, the pre-SIR electoral roll had 13,57,208 electors, of whom 11,99,456, or 88.38 per cent, submitted Enumeration Forms during the August 16-September 14 enumeration period.
The enumeration identified 28,944 deceased electors (2.13 per cent), while 1,23,749 electors (9.12 per cent) were categorised as absent, permanently shifted or under other categories. Another 5,059 electors (0.37 per cent) were found enrolled at multiple places.
The CEO’s office said the absent/shifted/other category included persons who had become electors in other States or Union Territories, could not be found, had not submitted their Enumeration Forms by September 14, or were unwilling to register as electors for various reasons.
It clarified that genuine electors whose names were not included in the draft roll could seek inclusion during the claims and objections period from September 20 to October 20 by submitting Form-6 along with the prescribed declaration. Names found enrolled at multiple places will be retained at only one place.
Booth-wise lists of absent, shifted, dead and duplicate (ASDD) electors whose names were not included in the draft roll have been displayed at ERO/AERO offices and polling stations and uploaded on the CEO Nagaland website.
Electors and political party representatives can inspect and verify the draft roll through ERO offices, Booth Level Officers (BLOs), the CEO Nagaland website and the ECINET mobile application.
The CEO’s office said the enumeration involved 17 election districts, 44 EROs, 64 Assistant EROs, 258 BLO supervisors and 2,361 BLOs. Recognised political parties appointed 3,758 Booth Level Agents who participated in the exercise.
The number of polling stations has increased from 2,361 to 2,399, with 38 new stations created to optimise the number of electors per polling station and improve convenience.
The claims and objections process will continue until October 20. During the subsequent notice and scrutiny phase, scheduled up to November 18, EROs will examine eligibility and issue notices where applicants could not be linked or discrepancies were found with the previous SIR electoral roll of 2005.
Applicants will be given an opportunity to furnish supporting documents.
The CEO’s office further stated that no name appearing in the draft roll would be deleted without due process, including notice, enquiry and a reasonable opportunity to be heard.
An aggrieved person may appeal an ERO’s decision before the District Magistrate within 15 days, with a second appeal available before the CEO within 30 days of the District Magistrate’s order. The final electoral roll is scheduled to be published on November 22, 2026.
