Neichü u Kuotsu declared as NPF candidate for Ward-11 by-election

DIMAPUR, MAY 30 (NPN): Intending candidate Neichü u Kuotsu has formally declared his candidature as NPF nominee for the Ward-11 Chümoukedima Town Council by-election at Local Ground, Ward 11, Block IV, 7th Mile Junction, on Saturday.
Addressing the gathering, advisor for Urban Development & Municipal Affairs and legislature in-charge of Chümoukedima division, Zhaleo Rio, thanked supporters for their commitment to the NPF and described the response from Ward 11 as “deeply encouraging.” He highlighted Kuotsu’s political and administrative experience, noting his service in the Chümoukedima Town Committee and Council from 2004 to 2010, including a tenure as chairperson. Zhaleo said Kuotsu had also served as NDPP general secretary (2021–2025) before joining the NPF central office, consistently demonstrating loyalty and grassroots support.
Explaining the decision to field Kuotsu, the advisor said his experience in municipal administration and understanding of public issues made him suitable as an elected representative.
He added that the NPF-led alliance continued to enjoy strong standing in Nagaland’s urban local bodies, having formed governments in 23 of 25 ULBs during the 2024 elections. In Chümoukedima Town Council, he noted, NPF held seven of 11 seats. Zhaleo urged voters to support Kuotsu, promising that he would be entrusted with an office if elected, and called for strengthening urban local bodies under the 74th Constitutional Amendment Act.
A minute of silence was observed in memory of late councillor Keneiseto Medoze, whose demise necessitated the by-election.
In his address, Kuotsu appealed to Ward 11 voters to support the NPF’s rooster symbol, pledging development and unity. He said he was contesting to continue the unfinished works and legacy of his late brother Keneiseto. Highlighting poor road conditions and lack of infrastructure, Kuotsu assured that, if elected, he would work to transform Ward 11 into a “model ward” and open an office to address public grievances.
He dismissed rumours regarding his residence and ability to serve the ward, calling them politically motivated.
The declaration and introduction of the candidate was carried out by Charlie Sekhose, senior vice-president and in-charge of Chümoukedima division.
Allegiance of support was delivered by Ward-11 coordinator Mhasineito Medoze and member D. Athikho Yimchunger. Short speeches were also delivered by Chümoukedima division president Neikhriehu Kense, Chümoukedima Town Council chairperson Lhousito Khro, women wing president Vepranulu Nyekha, and COB general secretary Nungsang Jamir.
