Nagaland Foothills Road Coordination Committee (NFHRCC) has served an ultimatum on some of the selected contractors, who have failed to sign an implementing agreement, to sign the agreement within the stipulated period as the 15-day duration to commence the execution works would expire on December 21, 2024 as per the work orders.
The committee stated that failure to turn up and sign the agreement would result in cancellation of the works order.
In a statement, NFHRCC convenor Supu Jamir, co-convenor Hokiye Yepthomi, general secretary W Lemba Chang and assistant general secretary Chenithung Humtsoe said the issue was deliberated at an executive meeting held at Dimapur on December 17, 2024. The meeting deliberated and summarised that in spite of the two consecutive requests to sign an implementing agreement with the NFHRCC, some of the selected contractors had failed to turn up.
In this regard, the NFHRCC has resolved that unless and until they signed with the committee none of the absentee firms would be allowed to execute the awarded works.
Further, the committee and the respective divisional executive engineers and team also adopted five-point resolution.
The meeting unanimously resolved that since the foothills road was “an extra ordinarily project or people’s project” the NFHRCC and the department should work with “fullest dedications and cooperations.”
It was also resolved that no specifications incorporated in the work estimates would be allowed to be compromised either directly or indirectly.
Further, the house resolved that no bills would be released unless and until an NOC was issued by the committee after verification of the works executed.
They also resolved that non-completion of assigned works within the prescribed timeframe would “qualify to disqualify the work order” and for which no part payments or compensations would be entertained.
The house resolved that concerned department would depute the officials at the work site regularly by strictly maintaining the site book with latest updates.
In the event of any disputes or misunderstanding arises while executing the project, the house resolved that NFHRCC would adjudicate upon the matter and the decisions arrived thereon would be “final and binding to all the parties.”
