NLA: Passing of bills and presentation of reports/rules

On the last day of the seventh session of the 14th Nagaland Legislative Assembly (NLA), chief minister and leader of the house, Dr. Neiphiu Rio, moved The Nagaland State Finance Commission Bill and The Nagaland Flood Plain Zoning Bill, 2025, which were introduced on September 2. Both bills were passed by the House.
Rio also presented the Report of the Comptroller and Auditor General (CAG) of India on State Finances for the year 2023-24 (Report No. 1 of 2025); Nagaland Evaluation Service Rules, 2025; Nagaland New & Renewable Energy Department Service Rules, 2024; and the Nagaland State Human Rights Commission Annual Report, 2024-25.
Deputy chief minister, Yanthungo Patton, presented the Nagaland Forensic Science Laboratory Service Rules, 2024 under Police department.
Zhaleo Rio, chairperson of the Committee on Subordinate Legislation (2025-26), presented the Internal Working Rules of the Committee on Subordinate Legislation.
A. Nyamnyie Konyak, chairperson of the Committee of Privileges and Ethics (2025-26), presented the Internal Working Rules of the Committee of Privileges and Ethics.
P. Longon, chairperson of the Committee on Government Assurances (2025-26), presented the Internal Working Rules of the Committee on Government Assurances (1st Amendment).
Assembly committee reports
Dr. Sukhato A. Sema, MLA and chairperson of the Committee on Public Undertakings (2025-26), presented to the House the 155th Report on the Action Taken by the Government on the Observations and Recommendations contained in the 112th, 135th, 144th and 145th Main Reports of the Committee on Public Undertakings on the examination of the CAG Report for the years 2016-2020 pertaining to the Nagaland Handloom & Handicraft Development Corporation (NHHDC) under the Department of Industries & Commerce.
The chairperson also presented the 156th and 157th Reports on the examination of Audit Paragraphs that appeared in the CAG Report for the year 2021-22 relating to the Nagaland Handloom & Handicraft Development Corporation (NHHDC) under Industries & Commerce and the Nagaland State Mineral Development Corporation (NSMDC) under the Department of Geology & Mining respectively.
Further, the 158th and 159th Reports on the Action Taken by the Government on the Observations and Recommendations contained in the 146th and 147th Main Reports of the Committee on Public Undertakings were also presented.
These reports pertain to the examination of the CAG Report for the years 2018-19 and 2019-20 relating to the Nagaland State Mineral Development Corporation (NSMDC) under the Department of Geology & Mining, Government of Nagaland.
