NLA Session: Gov highlights govt achievements

Nagaland Governor La Ganesan highlighted the various achievements and activities undertaken by the state government in the last financial year during his address on the inaugural day of the sixth session of the 14th Nagaland Legislative Assembly on Monday.


Extending his greetings to the members, he noted that the state government was entering its third year, reaffirming its commitment to fulfilling the aspirations of the people.

The governor acknowledged the collective efforts towards resolving the longstanding Naga political issue and steps taken by the Assembly in this regard. He recalled a consultative meeting on September 12, 2024, with apex tribal bodies and civil society organizations to deliberate on the matter.


Expressing gratitude to legislators for their cooperation, he referred to Chief Minister Neiphiu Rio and cabinet colleagues’ meeting with Union Home Minister Amit Shah on November 21, 2024, in New Delhi, where they reiterated the people’s desire for an early resolution.


He also provided an update on the Frontier Nagaland Territorial Authority (FNTA), informing that the state government had submitted comments on the third draft of the Memorandum of Settlement to the Ministry of Home Affairs on November 6, 2024.


Discussions were subsequently held in New Delhi and Chümoukedima, with substantial progress made in talks. He expressed hope that the remaining concerns of the Eastern Nagaland People’s Organisation (ENPO) would be addressed in due course.


Agriculture & Allied and Rural Development
With 70% of the population dependent on agriculture and allied activities, the state launched smart farming initiatives, including a geo-portal and mobile application under the Digital Agriculture Mission. Under PM-KISAN, Rs 620 crore was credited to 2,21,931 farmers’ accounts by January 31, 2025.


The Mission Organic Value Chain Development covered 30,500 hectares, benefiting 31,104 farmers. Under the National Livestock Mission (NLM), 26 pig breeding farms were set up, producing 35,200 piglets and 88 tonnes of meat, while three veterinary hospitals were under construction in Chümoukedima, Niuland, and Shamator.


The cooperative sector recovered Rs 343.25 lakh over four years, adding 8,020 cooperative societies to the National Cooperative Database. The Horticulture Department identified 16 model villages covering 340 hectares, and promoted cash crops through events like the Cucumber Festival in Mokokchung and the Organic King Chilli Festival in Kohima.


The Silk Samagra-2 Programme trained 800 beneficiaries and generated employment for 17,350 people. Soil and water conservation efforts benefited 74,000 farmers, with 6,000 hectares of acidic soil treated under RKVY.


Under MGNREGA, 65.94 lakh person-days of employment were generated as of February 11, 2025. Under PMAY-G, 8,191 houses were constructed in 2024-25, bringing the total to 20,569 houses.


The Jal Jeevan Mission (JJM) provided 3,37,174 functional household tap connections, covering 1,135 of 1,548 rural villages. Nagaland achieved 100% Open Defecation Free (ODF) status and was focusing on ODF Plus activities under Swachh Bharat Mission (Grameen) Phase II.


The Water Resources Department aimed to complete 270 minor irrigation schemes by March 2025, at a cost of Rs 206 crore, and had completed 262 groundwater irrigation schemes across five districts.


Infrastructure, Industry, and Power
Under the Revamped Distribution Sector Scheme (RDSS), tenders were awarded for projects worth Rs 667 crore. The “Green Village Initiatives” program provided free LED luminaries to 23 villages.


A 5 MW solar power plant at Hovukhu village was completed, with a second phase planned. Another 5 MW plant was under construction at Zhadima/Teichüma village. The 2.4 MW Duilumroi Small Hydro Project in Peren district was completed at Rs 40 crore.


The PWD completed 108.5 km of roads under PMGSY and 46.34 km under NESIDS, along with one bridge under the CRF scheme. More than 95 road and bridge projects were underway, including NH-61 widening and strengthening the Dimapur city road.


Nagaland saw a 200% growth in startup formations, with the State Startup Policy supporting five incubator institutions and 330 startups. The Motor Vehicles Department collaborated with HDFC Bank for digital e-challan payments. NST inducted five new buses in 2024.


Health, Education, and Social Welfare
The School Education Department introduced the NECTAR Project’s Smart Attendance Management and Informative Leaves (SMILE) system. The Health & Family Welfare Department empanelled 66 hospitals in Nagaland and 66 outside under CMHIS, settling 11,638 claims, while Ayushman Bharat settled 22,914 claims.


The Labour Department registered 2,32,758 unorganized workers on the e-SHRAM portal. The Tribal Affairs Department enrolled 744 students in three Eklavya Model Residential Schools, with 11 more under construction.


Under the Women Resources Development Department, the Myki Village Adoption Initiative was launched at Khonoma. The Social Welfare Department assisted 7,563 beneficiaries under PMMVY and 63,678 under NSAP.


Tourism, Sports, and Culture
The 25th Hornbill Festival recorded 2,05,968 visitors, including 2,527 international tourists. Homestay owners, taxi operators, and tour guides received training, and the Ura Cabs taxi-hailing service was launched.


The Department of Art and Culture released the Anglo-Poula (Chakhesang) dictionary and completed several infrastructure projects, including the Subhas Chandra Bose Memorial Indoor Stadium.


The Department of Employment, Skill Development, and Entrepreneurship provided training through nine ITIs. The Centre for Excellence for Media and Entertainment was being set up under SANKALP. The Centre for Excellence in Music and Arts (CEMA) was completed.


Nagaland launched its first self-sustaining football league, the Nagaland Super League, on January 28, 2025. The state secured second place in the North East Games 2024 with 48 gold medals. Recognizing the rise of e-sports, the state hosted the inaugural Hornbill e-Sports Championship.


Law & Order, Planning, and Finance
Nagaland now has 17 districts, 24 ADC sub-divisions, 18 SDO (Civil) sub-divisions, and 63 EAC circles. In 2024, 1,308 cognizable cases were registered, including 108 insurgency-related incidents. Drugs worth Rs 44 crore were seized.


The Excise and Prohibition Department seized contraband worth Rs 1.18 crore and arrested over 1,770 individuals. As of February 1, 2025, Nagaland had 10,826 active GST taxpayers.
The Prisons Department completed a petrol pump at District Jail, Dimapur, for inmate rehabilitation. Rs 10 crore was allocated under the CMCF for education, entrepreneurship, and skill development.


Nagaland GIS and Remote Sensing Centre enhanced urban planning through comprehensive mapping and drone technology. Governor Ganesan reaffirmed the government’s commitment to development, peace, and prosperity, emphasizing the administration’s proactive approach to infrastructure, welfare, economic growth, and law and order. He urged all stakeholders to continue supporting initiatives for Nagaland’s progress.
