NLSF flays move to inductnon-SCS officers into IAS

DIMAPUR, OCT 11 (NPN)

Nagaland Law Students’ Federation (NLSF) has strongly condemned what it described as “irregularities in the recent induction of non-state civil service (non-SCS) officers into the Indian Administrative Service (IAS).”
In a press release, NLSF president Neivisielie Rino and general secretary and Temsu I Jr stated that such move violated the constitutional mandates, administrative propriety and the principles of equitable procedural. The federation pointed out that the Indian Administrative Service (Appointment by Promotion) Regulations, 1955 provides for the promotion of State Civil Service (SCS) officers to the IAS based on seniority, merit, and integrity, through a procedure that required strict adherence to prescribed norms.
NLSF stated that the “arbitrary inclusion” of non-SCS not only violated the spirit of the regulations but also seriously undermined deserving officers and candidates from NPSC. It added that such practices would tarnish the integrity of the Nagaland State civil services.
Therefore, NLSF has demanded immediate cessation of any induction of non-SCS officers into the IAS that did not comply with the procedure laid down in the IAS (Appointment by Promotion) Regulations, 1955.
NLSF also demanded recognition and protection of the legitimate expectations of meritorious officers recruited through the NPSC “whose progression into higher services must not be obstructed by extraneous or politically motivated considerations.”
Further, the federation demanded dismissal of all non-SCS applicants. It also demanded “exposure” of alleged irregularities, with publication of findings for public transparency.
Meanwhile, NLSF urged the state government to uphold the integrity of the civil services and ensure meritocracy in the induction into the IAS. The federation also appealed to the student community, civil society, media and elected representatives to collectively resist any erosion of constitutional values to safeguard the rights of deserving candidates who enter public service through open and competitive examinations.
