Nagaland Pradesh Congress Committee (NPCC) executive committee during its second session held on September 27, 2016, has passed resolutions on Rongmei recognition and on internal disturbances in Kiphire and Tuensang.
In a press release, NPCC president, K. Therie, stated that the executive committee discussed at length about the affairs plaguing the state from the issue of Rongmei recognition.
According to NPCC president, the executive committee discussed and considered the government notification of 1977. He said the house resolved that any amendment or alteration in government notification would be detrimental to the future of Nagaland and would be in violation of the safeguards and provisions made under Art 371A of the Constitution.
He said the house, therefore, resolved to advise the government of the day to uphold the notification of 1977 and apply the same yardstick to all that wishes to live peacefully in Nagaland.
Kiphire and Tuensang issue: At the meeting, Therie said the committee was enlightened by the “Goodwill Mission team’ that toured Kiphire and Tuensang districts. The committee was informed that internal disturbances in the districts have been going on for over two decades. Therie said the executive committee was shocked to hear from the various communities living in the districts expressing non-existence of government.
NPCC said internal disturbances have escalated during the NPF-BJP led government claiming many lives and the government has not been able to address the issues in any manner. It said people were left to fend for themselves and therefore all the tribes in districts have formed their own private militias.
NPCC said the government has not been able to even uphold the Court’s order. It said the attitude of the state government “implies of their mentality to suppress rights and justice.”
On February 6, 2016, the NPCC said a Sangtam couple was murdered at Yayi River under Rurur village, which ignited communal backlash at Kiphire town leading to destruction of public properties, displacement of over 1400 public including government employees and students.
NPCC said the state government had constituted SIT and though the reports have been submitted, the government has not acted either to arrest the culprits or to compensate the loss of lives and properties. “This only shows that the government of the day does not have the political will,” it stated.
In the light of the above, NPCC executive committee has advised the state government to uphold the Court orders in the matters of land dispute. Stating that the demand for recognition of Tikkhir tribe has been suppressed for over three decades, the committee demanded that the government deliver justice without delay. It also demanded that the government act upon SIT report and address the demands and compensate the next of kin of the couple murdered near Yayi River under Rurür Village jurisdiction. The committee also demanded that loss of public properties be compensated and ban tribal militias immediately.
