Candidates from the ruling NPF party and Independents have filed nominations in six districts till Jaunary 4. Defying the clarion call made by various apex tribal bodies under their respective jurisdictions– not to file nominations for the civic body polls– several NPF candidates and some Independents filed their nomination papers in various districts on Wednesday.
Ten candidates of the NPF party filed their nominations for East Dimapur Town Council, of which three were female and seven male. However, till Wednesday, no candidate filed their papers for the Dimapur Municipal Council polls.
Nine candidates–six male and three female of the NPF filed their nomination papers for all the nine wards for the Tuli Town Council polls. This was also confirmed by DC Mokokchung and ADC Tuli. However, no candidate has filed nominations for the Mokokchung Municipal Council till date, the DC informed.
In Wokha district, two female and seven male candidates field their nomination papers for the Bhandari Town council polls, out of which eight were from NPF and one Independent. The Bhandari town council has nine wards.
For Meluri Town Council polls, nine candidates from NPF party filed nominations for the nine wards, while eight NPF candidates filed their nomination for the elections to the Chozuba Town Council, which has nine wards. For Phek Town Council, 13 candidates filed their nominations on Tuesday for the 11 wards out of which 10 candidates belonged to the NPF party and three Independents.
Under Mon district, 18 candidates (15 male and three female) filed their nominations for elections to Aboi Town Council, which has nine wards. It was also reported that Tobu, Tizit and Naginimora were all prepared to go ahead with the Town Council elections.
In other districts like Peren, Zunheboto, Longleng, Tuensang and Kiphire no candidates have come forward to file their nominations on day two.

‘CANDIDATES WILL BE EXCOMMUNICATED IF THEY FILE PAPERS’
The apex bodies of the Ao community (Ao Senden) and Angami community (Angami Public Organisation) on Wednesday reminded candidates from their respective communities not to file nominations for the forthcoming Municipal/Town Council elections and warned that he/she would be “excommunicated” from the community if they defy the directives.
In a press note, Ao Senden reaffirmed that any Ao citizen filing their nomination to the forthcoming Nagaland Municipal and Town Council elections would be ex-communicated as the per the Ao customary law.
On Wednesday, volunteers from the Senden, Landowners and All Ward Union Mokokchung Town stood vigil at the office premises of DC Mokokchung. Talking to some of the volunteers, they affirmed that they would continue to stand vigil till the last date of filing of nominations.
APO: The Angami Public Organisation (APO) convened an emergency meeting on Wednesday wherein the house adopted a 3-point resolution, APO president Dr. Vilhusa Seleyi and general secretary Keviselie Lhousa informed through a press note.
As per the resolution, APO has directed all intending candidates, irrespective of tribe (for KMC), and candidates of other districts belonging to the Angami community to attend the consultative meeting on January 5, 4 p.m. at the APO hall, Kohima. “Those intending candidates who fail to attend the said meeting shall be held responsible for any eventuality,” APO stated.
Secondly, APO said any Angami (man/woman) who violate the directive and files his/her nomination to the Urban Local Body elections in any district will be excommunicated from Angami jurisdiction for a period of 10 years. Lastly, APO has directed all the Village council chairmen “not to allow any intending candidate hailing from their village to file their nomination. All the range units– CPO, NAPO, SAPO and WAPO have been directed to inform their respective village councils.
NAPO: Northern Angami Public Organisation (NAPO) has resolved to support and stand firmly with the decision of APO to go against the ULBs election with 33% reservations, which it said was against the interest of the Naga community. In a press release, NAPO president Neiyalie Pfüsenuo and secretary H.Solo asserted that any move that infringed upon Article 371A of the constitution was “a clear violation on the right of Nagas.”
It urged the state government to listen to the voices and feelings of the Nagas instead of ignoring the request by different Hohos and organisations.NAPO also appealed to the government to postpone the election until an amicable solution was arrived at. Meanwhile, the organisation has directed its members to abide by the boycott call given by APO the apex body of Angamis.
MTMK: Medziphema Town Mechü Krotho has reaffirmed that it stood by its earlier resolution of opposing the Municipal Act 2001, amended in 2006, with 33% women reservation in civic polls. In a press release, MTMK general secretary, Khrielie Iralu stated that the Krotho resolved to stand firmly with the parent body, Medziphema village council’s decisions to disallow holding of the Town council polls with 33% women reservation within its jurisdiction.
ASU: Angami Student’s Union (ASU) has extended its support to the directives issued by APO and AYO, restricting candidates from filing their nomination papers for the forthcoming civic body elections. In a press release, ASU president Dievi Yano, while emphasizing on the need to respect public opinion, expressed dismayed with the cabinet decision to go ahead with the electioneering process instead of addressing the volatile situation.
In this regard, Yano said that the union supported APO’s stand on the issue and would remain vigilant for any untoward incidents.
Meluri bodies: A joint meeting of the Meluri Area Public Organisation (MAPO), Meluri Village Council (MVC), Khumiasü Village Council (KVC), Müluo Shefüri Kügharü (MSK) and ward chairmen held on January 4, 2017 at Meluri Town has resolved to boycott the Meluri town council election 2017.
In a joint press statement, MAPO president Riesopa, MVC chairman Lerüsie, KVC chairman Riechusie and MSK president Shiekutho said the meeting in the larger interest of safeguarding the special provision under Article 371 (A) of the constitution observed that the municipal/town council rules would adversely affect Naga customs and traditions.
In this regard, the house directed all the intending candidates to strictly adhere by the decision and abstain from filing nominations.
They cautioned that anyone failing to comply with the “consensus decision shall be treated as a direct challenge to our stand” and defaulters would be excommunicated from Meluri jurisdiction.
The meet also empowered Müluo Shefüri Kügharü (MSK) to monitor the directive.
