NVCO asks state govt to requisition vacant posts to NPSC

Nagaland Voluntary Consumers’ Organisation (NVCO) has urged the state government to requisition vacant posts and all those posts allegedly occupied through backdoor appointment, contract, casual, ad hoc etc to the Nagaland Public Service Commission (NPSC) for the conduct of open competition examination so as to ensure equal opportunity to all the eligible candidates.
NVCO through its press and media cell questioned whether the state government in the process of public employment adhered to Article 14 & 16 of the Constitution of India, which guarantees equality before law and equality of opportunity in matters of public employment.
The consumers rights body also asked whether NPSC constituted by a body of sufficient ex-perts? It further asked whether NPSC members were fair and impartial while holding selection process?
NVCO stated that any appointment made without advertisement and without inviting applica-tions was “backdoor appointment/irregular” and amounted to infringement of Article 14 & 16.
Expressing sympathy for Combined Technical Association of Nagaland (CTAN) members, who were fighting for equal opportunity, NCVCO said it was “very disheartening” that many of them did not get a chance to participate in open competition as the technical departments did not req-uisition vacant post to NPSC and many posts especially Grade-II and below were occupied through backdoor appointment.
NVCO alleged that public employment in Nagaland involved huge corruption such as: abuse of power, nepotism, favouritism, extortion, bribery, embezzlement and fraud.
Expressing concern over equality in the society, NVCO said that Article 16 of the Constitution provides a provision for reservation, but the practice of ‘backdoor appointment’ has taken away the shares of reservation.
