Pending salaries: NRMSATA-2016 serves ‘final ultimatum’ on state govt

DIMAPUR, AUG 13 (NPN)

Nagaland RMSA Teachers Association-2016 (NRMSATA-2016) has served a “final ultimatum” on the state government to implement the Supreme Court verdict and release all pending salaries and arrears within seven working days.
In an ultimatum to the state mission director, Samagra Shiksha, department of school education, the NRMSATA-2016 president Imlitemjen failure to meet its demands within the stipulated period, the association would be compelled to initiate democratic course of agitation, including peaceful agitation and media engagement. NRMSATA-2016 expressed deep concern and disappointment over the “continued inaction” by the government of Nagaland on matters that have long been settled legally.
The association stated that in its previous representation dated June 20, 2025, government was requested to count their salary and service benefits from the date of appointment in 2016, in line with the Gauhati High Court, Kohima Division Bench Order dated March 16, 2022. NRMSATA-2016 asserted that it had also appealed for implementation of ROP 2017 scale pay of Rs.9300–34800 with GP Rs.4200, on a par with SSA–RMSA 2010–13 teachers, along with annual increments from 2016. The association said Office Memorandum No. AR-3/GEN-231/2011 dated March 29, 2017, which clearly states that contractual/ad-hoc service followed by regularisation must be treated as public employment for all service benefits.
Further, it said that after the Supreme Court upheld the Kohima Bench judgment in SLP(C) NO: 19524/2022 dated 20/05/2025, the matter has been conclusively settled in their favour. However, NRMSATA-2016 said the state government has delayed implementation.
It maintained that continued non-compliance with judicial orders not only amounted to contempt of court but also reflected “an absolute disregard” for the dignity and rights of teachers who have faithfully served the state for nearly a decade.
