In the interest of public safety and to check the misuse of red beacons, name plates etc. Dimapur police would be carrying out “Mobile Court” for enforcement of rules as empowered under the MV Act (MVA), 1988 and CMV rules 1989.
In a press release, Addl. SP & PRO Dimapur police has informed that the Police would also “step up strict enforcement” to prevent unauthorized usage of sirens, red lights, designation plates and flag posts in vehicles.
Use of black films/tinted glasses/helmets: Windscreen and rear windows of every motor vehicle shall maintain that the visual transmission of lights is not less than 70%. Compulsory usage of helmets for both the driver and pillion rider of two wheelers will be enforced within Dimapur District. As per Transport department notification, the following dignitaries/officials are authorized to use:
Sirens: Governor, Chief Minister, VVIPs and Union Ministers during their visit to the State, Governor and Chief Ministers of other States when they visit the State, NLA Speaker.
Red light, designation plates &flag posts: Governor, Chief Minister, Bharat Ratna decoration holder, Dy. CM, Chief Justice of High Court of Assam and Nagaland, NLA Speaker, cabinet ministers, vice-chairman State Planning Board, Leader of Opposition, Puisne Judges of the High Court, NLA Dy. Speaker, parliamentary secretaries, Member of Parliament, MLAs, chief secretary, State Information Commissioners, chairperson & members of NPSC, Addl. chief secretaries, DGP, commissioner Nagaland, Home commissioner, principle secretaries, Chief Electoral Officer, Addl. DGP, commissioner & secretaries/spl secretary, IGP/officers in the ranks of Maj. Gen and equivalent in the Army, Advocate General, Accountant General, NU vice chancellor, secretaries, NLA secretary, DIG, Brigadier or equivalent ranks in the Army, DCs, SPs posted in districts– provided the red light is kept covered with black hood when the authorized dignitaries are not in the vehicle.
Multi-coloured orange, blue and white light combination: Police pilot vehicle as per entitlement of all VVIP’s, recovery/break down crane on road accident duty, ambulance on emergency duty and fire tenders.
Red beacon, flag post and designation plate: District & Session Judges, Registrar of High Court, PCCF & Addl PCCF, chairman and members of the State Finance Commission.
Designation plate: Commandant and equivalent rank in Police, ADCs holding Independent charge and majors/captains of Assam Rifles on civil assignments
Under the District Administration: Designation plate SDO (Civil), Border Magistrate.
It may be noted that despite several attempts made by the state government, particularly police to keep check on illegal use of red beacons, name plates and compulsory usage of helmets, none seemed to have paid any heed to such directives or made any effort to strictly implement the rules. Several reports and notifications were also published earlier in this regard.
It has become a common phenomenon to see almost every vehicle in Nagaland with name plates with the style– president/vice president, secretary, member etc. of ABC organization, while most of the private vehicles are also seen with red beacons.
The so called VIP culture in the state has reached its zenith, where everybody wants to be the ‘who’s who’.
Besides the VIP culture, even criminals continue to operate using red beacon cars to hoodwink the law enforcement agencies.
It would be a herculean task for the police to strictly implement such rules. Such ‘mobile courts’ needs to be carried out on regular basis.
