DIMAPUR: Sub‑Divisional Planning & Development Board (SDPDB), Pughoboto, reviewed developmental priorities and approved several proposals during its September meeting held at the ADC Office, Pughoboto, Zunheboto on Monday.
The meeting was chaired by Dr. Sukhato Sema, chairman, SDPDB Pughoboto, along with ADC James T. Khulu Tikhir.
In his address, Dr. Sukhato stressed the need to facilitate new registrations for job cards and ensure that eligible beneficiaries access government benefits under MGNREGA/NREGA, particularly for community‑oriented works such as sanitation and road maintenance. He urged all Heads of Departments to prepare their Action Plans for 2026–27 before the release and utilisation of funds, emphasising that advance planning would promote efficiency, accountability and systematic governance.
He further called upon departments to strengthen awareness of government schemes at the grassroots level so that villagers can effectively avail themselves of available benefits. He reminded that opportunities provided through government schemes must be utilised responsibly for lasting community development.
Among the major decisions, the Board agreed to forward the proposal for an Open‑Air Gallery‑cum‑Rostrum at Lazami Board for further consideration. It also discussed construction of Primary Health Centres (PHCs) at Kilomi and Ighanumi, including provision of adequate land for future expansion. District Administration will convene a meeting with the SMO and respective Village Councils to deliberate on land acquisition and site matters. Villages have expressed willingness to donate land for the health facilities.
The Board also proposed an Inter‑Departmental Sports Meet tentatively scheduled for October 2026 to promote coordination and camaraderie among government departments. The EAC Headquarters was nominated as convenor, with SDPO, SDAO, BDO, JSCO, EE PWD and FM Industries included in the organising committee.
As part of departmental review, JSCO Toka Jemu presented a PowerPoint on the activities of the Department of Soil & Water Conservation, highlighting programmes and areas requiring coordinated attention for sustainable development.
During the meeting, SDO (Civil) Yitachu Thur raised concern over the human‑elephant conflict at Kitami Village, where an elephant killed a villager on September 5. District Administration and Forest officials had visited the site. Thur stressed the need for a proper investigative report and precautionary measures, including identification of vulnerable locations and installation of cameras.
Deputy Range Officer (Human‑Animal Conflict) Vinoto K. Rochil informed that such matters fall under the jurisdiction of the Wildlife Warden, Doyang. He noted that a report on elephant‑related damage at Kitami in August had already been submitted and assured that a baseline survey and detailed report would be prepared with mitigation measures.
The Board also welcomed Akumlong Amer, EAC Headquarters, as a new member.
The meeting concluded with emphasis on coordinated departmental action, advance planning, effective implementation of schemes and responsive governance for the overall development of Pughoboto Sub Division.
