
Minister for Rural Development (RD), C.L. John while deliberating on the importance of abiding by the Central Government orders has asked officers and staff of RD department strictly follow the guidelines provided for different schemes.
He was addressing a gathering of PDs, BDOs, JEs, SOs and other departmental staff during Performance Review Meeting (PRC) of the department of Rural Development on April 29 at RD Directorate.
The meeting under chairmanship of director RD, Metsubo Jamir deliberated on programmes related to MGNREGA, PMAY-G and other state sponsored schemes under rural development department.
Pointing out that there were no guidelines earlier, he stated that times have however changed and now there exist many rules and regulations for implementation of central schemes.
Towards this end, he called upon all to be more cautious while selecting beneficiaries and while executing their powers and duties. He also urged them to expedite all pending projects and to complete all ongoing schemes without further delay. C.L. John also expressed gratitude to all officers and staff for diligently working towards smooth functioning of departmental activities in his four years term as minister of RD.
Secretary RD, Kelei Zeliang, while chairing the interactive session focused on PMAY-G and reminded them of the guidelines provided while identifying eligible beneficiaries.
It may be mentioned that PMAY-G aims to provide a pucca house with basic amenities to all houseless and households living in kutcha and dilapidated house by 2022.
To ensure that assistance was targeted at those who were genuinely deprived and that selection process was objective and verifiable, Zeliang advised following the guidelines strictly for identifying deserving households.
He also highlighted and discussed on issues concerning MGNREGA, status of EFMS in all districts and blocks, opening of individual bank accounts, IHHL-toilet construction to cover 100%, Angawadi Centres and the necessity to put up signboards for projects to facilitate geo-tagging.
Zeliang also urged upon the BDOs and JEs to be more sincere and dedicated in discharging their duties as the success of the department depends on their performances and further directed them to follow the guidelines while implementing schemes and to comply with the instructions of their immediate controlling officers. He further presented a powerpoint presentation on the functions of VDBs and communitisation, with an aim to educate the officers on the actual functioning of VDBs so that they are thorough in their knowledge and information while discharging their duties.
