Rejoinder to YVC statement

The party involved in execution of Pradhan Mantri Gram Sadak Yojana (PMGSY) work from L-023 to Insikiur under PWD (R&B) Kiphire division has issued a rejoinder to the statement of Yingshukur (Insikiur) Village Council (YVC).
Reacting to the seven-day ultimatum served on the consultant firm to release the final bill to the sub-contractor, B Setsato Sangtam (party involved and witness in MoU) in a press release alleged that the sub-contractor had not invested even a single penny till work order was issued. Rather, he claimed that the whole expenditure for tender, bank guarantee and other miscellaneous expenditures were borne by him on behalf of the consultant firm. After work order was issued in favour of consultant firm, he claimed that a former minister had approached and requested the party involved to accommodate him as a partner and accordingly the certain portion of work was allocated through a memorandum of understanding (MOU), as per the specification of work order and DPR.
However, Setsato claimed that in the absence of site in-charge, the labourers took advantage and compromised on workmanship in certain portions, which had gone viral and the matter had reached to authority concerned.
He claimed that this was immediately rectified as per the specification and that right from the beginning a person was assigned and empowered as site mohori on behalf of all the party involved and the sub-contractor was employed as site in-charge by the former minister on his behalf.
Setsato further alleged that though the sub-contractor had been invited on many occasions for audit, the latter refused for reasons known to him only. He said despite efforts, the sub-contractor was still refusing to meet for an audit. Therefore, Setsato termed the press statement in support of the sub-contractor as “bias and baseless”.
He appealed to YVC to convince the sub-contractor to meet and facilitate a face-to-face meeting to resolve the issue at the earliest.
