Responsible timing for the release of domestic dogs

Sir,
Recently, there has been an increase in the domesticated as well as stray dogs roaming freely in the streets. Many owners release their pet dogs without any regulatory timing which puts pedestrians in danger. Therefore, there is an urgent need to regulate the timing of releasing pet dogs into public spaces for public safety because what appears friendly and harmless to the owner could be the deadliest for others. I therefore would like to urge the concerned authority to look into this matter and take immediate action.
