RMSA agitation suspended after govt assurance, committees formed

After nearly two weeks of continuous agitation, the impasse between the RMSA 2016 batch of graduate teachers and the State government witnessed a breakthrough on Tuesday, with the teachers agreeing to suspend their sit-in protest following government assurances and the constitution of High-Level and Sub-Committees to address their demands.
Charter of demands submitted: The RMSA 2016 teachers, who have been demanding mainstreaming of 367 members appointed under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in 2016, formally submitted a charter of demands to the commissioner & secretary earlier in the day.
The teachers highlighted that their service-related grievances had remained unresolved despite repeated representations and referred to the September 18 meeting chaired by the Principal Secretary to the Chief Minister and Home Commissioner, where the government had proposed the creation of a Committee to examine their demands.
As per the charter of demands, the teachers urged the government to mainstream their services in accordance with Post Creation Notification No. DSE/RMSA-UPGRADATION/2011 and to finalise the report with all necessary departmental clearances, including Finance, P&AR, Law & Justice, MRC, and others, within five months. They also sought assurance that recommendations would not conflict with the pending Supreme Court judgment on the Review Petition, and requested an interim enhanced pay mechanism until the Court verdict or a favourable resolution by the Committee, whichever comes earlier.
The association emphasised that the demands were based on established rights and requested the Committee to prioritise the charter of demands, ensuring all actions were transparent, time-bound, and legally compliant.
Subject to the government’s assurances, the Association indicated its willingness to suspend the protest.
Committees constituted: Later in the evening, a meeting chaired by commissioner & secretary, School Education & SCERT, Kevileno Angami, and attended by officials from the Department of School Education, Samagra Shiksha, ANSTA, and representatives of the RMSA 2016 batch, deliberated on the matter. The department accepted the Charter of Demands for study and consideration.
It was decided that a High-Level Committee would be constituted with representatives from the School Education department, Directorate of School Education, Samagra Shiksha, Finance department, and department of Law & Justice to examine the grievances and submit a report to the government. Representatives of ANSTA and RMSA 2016 batch will also be co-opted. To expedite the process, a Sub-Committee headed by the secretary School Education, will comprise members from DoSE, Samagra Shiksha, two representatives from ANSTA, and three from RMSA 2016. The Sub-Committee will study the charter in detail and prepare a preliminary report for submission to the High-Level Committee.
The government has set a six-month timeline for completion of the process and reiterated that the Supreme Court’s judgment in the Review Petition, once delivered, would be duly implemented, as assured in the September 18 meeting.
Following these assurances, the RMSA 2016 batch agreed to suspend their agitation with immediate effect. The commissioner & secretary expressed optimism that the issue would now move towards a logical conclusion, while ANSTA representatives thanked the government for addressing the teachers’ concerns. The government reaffirmed its commitment to resolving the matter in a fair and time-bound manner.
