A two-day Rapid Training Programme (RTP) on “Governance and Reforms” under Jawaharlal Nehru Urban Renewal Mission (JnNURM), organized by Administrative Staff College of India (ASCI) Hyderabad with the support of Ministry of Urban Development, got underway here at Zonal Council hall on Monday.
Taking about the state capital, Commissioner and secretary, Urban Development, Temjen Toy in his key note address said Kohima had undergone a sea change over the last many years in all round development.
Referring to the traffic problem in the capital , he said that 30-35 years, there were no many vehicles on the road and those days nobody though of traffic problem, , but during the last ten 10 years or so real traffic jam has come to light, adding “ traffic jams is here to stay us and it’s a reality”.
He said that the state was first to proper city development plan and submitted it to JnNURM, with lots of projects and if fully implemented, lot of developments and improvement is going take place in the capital. However Mr. Toy sounded a cautioned if all these development takes place, how do we sustain it and stressed upon right kind of governance be there and we require reforms, adding to implement these reforms the KMC has a vital role to place.
Delivering the welcome address Menuovilie, chairman, Kohima Municipal Council said that after 44 year of statehood, the state capital was yet to see infrastructural development. He said though the KMC got its status upgraded in 2005 with the Nagaland Municipal Act of 2001, there were still lots of things which needed to be done in reality to implement the Act.
The chairperson said JnNURM launched in 2005 by Government of India, it signed an tripartite Memorandums of Agreement (MOA) state, local bodies and the Government of India in 2007 and its has come to the rescue and will help with the KMC in big way. However he regretted that when the big cities were enjoying thousands of crores, the KMC was yet to see the light of day. However, he exuded that the two-day program will help the KMC in many ways.
Giving an overview of JnNURM, Mrs. Vasavi Narla, assistant professor ASCI, Hyderabad said that JnNURM covers 63 cities in the country. She informed that the ASCI conducted 50 training programme for elected representatives in the local bodies and stated that JnNURM is the single biggest project under taken by Government of India to developed urban areas of the country. he other members of the team are Dr. Narinder, Professor, ASCI and Mr. Lavan Kumar research officer, ASIC . The training will culminate on Tuesday.
