Seminar for village functionaries held in Niuland

DIMAPUR

Niuland district administration organised a seminar for village functionaries at the Deputy Commissioner’s Conference Hall on October 13, 2025, aimed at strengthening grassroots governance and enhancing the roles of Gaon Buras (GBs) and Village Council Members.
According to DIPR report, delivering the keynote address, Deputy Commissioner Sara S. Jamir stated that the initiative was undertaken to reinforce the vital link between the public and the district administration. She described GBs and Village Council Members as the “eyes, ears, and hands of the government,” and urged them to ensure efficient and responsible functioning at the village level.
EAC Sadar, Vitoka Yeptho, elaborated on the provisions of the Village Council Act of 1978, emphasizing the roles of the Village Development Board (VDB), village administration, policing and village courts. He reminded participants of the importance of maintaining written records of their functions, noting that the village council serves as the government at the grassroots.
SDO (Civil), Niuland, Avonuo Kire, presented detailed procedures and guidelines related to the issuance of Permanent Residence Certificates (PRC), Scheduled Tribe (ST) certificates, and Indigenous Inhabitant Certificates (IIC).
EAC Aghunaqa, Khempa, provided an overview of the consolidated guidelines issued by the Home Department on the Inner Line Permit (ILP) Act, on August 14, 2025.
ACP Niuland, Nokwketba Longkumer, briefed the gathering on the functioning of policing and basic law and order matters at the village level.
BDO Niuland, Atoka K. Sema, highlighted the VDB Model Rules, while JE Kuhuboto (PHED), Er. Longchendi Wati Longchar, and Horticulture Inspector from the District Horticulture Office, Niuland, Dr. M. Jangyukala, shared information on various government schemes and projects being implemented in the district.
The seminar concluded with an interaction and question hour session. The programme was chaired by ADC Niuland, S. Athsangla, and the vote of thanks was delivered by SDO (Civil) Avonuo Kire.
