A seminar on regional consultation programme on integrated low cost sanitation scheme under the ministry of home affairs, Government of India was held at Hotel Saramati on Monday.
As a resource person representing the ministry of home affairs, S. R Singh, joint secretary (H) HUPA addressed the participants that the purpose of their visit was to solve the problem of ‘housing and sanitation” in Nagaland. With regard to dry latrine problems, some states had already filed an affidavit at the Supreme Court.
Singh explained the brighter side of the scheme by citing that around 1.4 crores of people still do not have water flush latrine for which the government of India is providing 45% for the upper and 25% of subsidy to the lower category that wants to avail the facilities of the scheme.
K. L Dhingra CMD HUDCO another resource person said “HUDCO is fully owned by the government of India to avail the subsidy one has to produce the detail project report and a certificate approved by the state government”. According to Pankaj Joshi, director HUPA, the scheme was stated during the year 1980-81 through the ministry of home affairs but Nagaland is yet to adopt it.
Further, Joshi said under this scheme 359 crores of subsidy were released, 29 ‘dry latrines’ were converted.
Now according to the ministry report there is no more ‘dry latrine’ besides the five states like UP, Bihar, J&K, Assam and Nagaland. The ministry has target to convert 6 lakhs of dry latrine within the year 2009.
Earlier the programme was chaired by Temjen Toy, commissioner and secretary UDD Nagaland and was attended by all the 16 districts chairpersons of the Municipal Council and committee representing their districts.
