Three service associations under the Department of School Education (DoSE) have demanded deletion of IAS encadrement to the post of principal director (PD) from a proposal in the larger interest of the department.
Nagaland School Education Administrative Officers’ Association, Nagaland Government Higher Secondary School Employees’ Association and All Nagaland School Teachers’ Association – submitted a letter in this regard to chief secretary on Friday. They also threatened to hold democratic form of protest if the state government failed to address the issue and hold the government responsible for any eventuality.
In the letter, NSEAOA president Y Khetoshe, NGHSSEA president R Amongla and ANSTA president Ponchulo Wanth rejected outright the proposal on IAS encadrement to the department. The associations said the state government had created two posts of director– one for elementary/secondary and another for higher secondary– as it had a vision for the department. They said creation of two directors had necessitated the post of PD and in line with the Revamping and Restructuring, the senior-most of the two directors would be promoted to occupy the post of PD, whenever vacancy arose.
Pointing out that Zaviye Nyekha was accordingly promoted to the post of PD in 2015, the associations felt that there was ambiguity on the stand of the government in proposing IAS cadre induction in the department.
They asserted that any attempt to en-cadre the lone post of PD to a different cadre other than school education would be seen as directly undermining and depriving the school education cadre. They stated that, if the government intended to encadre all the PDs of Medical, PWD, PHED, police, treasuries and accounts, etc, as policy decision, the matter would be seen differently. However, targeting the school education PD alone was not in the interest of the employees as such policy jeopardized the service career of the employees.
They further pointed out that education being a State subject, its structure and management differed from State to State, adding that RR of the department was done in 2011, which had not recommended encadrement of IAS to school education. As such, reiterating their earlier stand, the associations outrightly rejected the proposal on IAS encadrement to the department.
The letter also mentioned that despite repeated representations submitted by all stakeholders for thorough deliberation on the draft service rules framed by a three-member committee headed by principal secretary, a retired additional secretary and statistical officer, no department official or any stakeholder was included in the committee. The associations lamented that despite repeated appeals for a discussion on the draft service rules, their opinion was not included and instead the draft was put up for approval in P&AR, Finance, Law & Justice and now in the Cabinet.
They declared that in view of the above, they wanted deletion of IAS encadrement to the post of PD from the proposal in the larger interest of the department.
