With the crisis within NPF on its 23rd day, the political situation in the state continued to be in a limbo even as the Governor rushed to Delhi on Tuesday, reportedly for consultations with the central leaders.
According to sources, the Governor has yet to take a call on summoning the house for a vote of confidence at a special session, as recommended by the cabinet on January 15.
State chief minister T.R. Zeliang and Dr.Shürhozelie president NPF Central Kohima also left for Delhi the same day.
Adding to the conflicting and confusing political situation, reports that the Governor had placed the assembly under suspended animation or in other reports, recommending President’s Rule, were rife.
However, when contacted, highly placed official sources refuted the reports are “baseless and without credibility”. They pointed out that even if the Governor were to decide on any such steps, he would have to go by the parameters of the constitution and “certainly be in station and not travel outside” at such a crucial juncture.
Constitutional validity for placing the house under suspended animation or even recommending central rule would have to be constitutionally and legally tenable.
In case of placing the house under suspended animation, the decision would be based after it is convened and if it was deemed fit. President’s Rule can only be imposed on assent by both houses of parliament.
However, what happens would only be known after the Governor’s return from Delhi and during which period, the state would remain in a limbo. Much interest was being focused on how the central leaders view the entire crisis unfolding in Nagaland.
According to another source, Lok Sabha MP Neiphiu Rio and one of the advisors of the NPF(Noke) also flew to Delhi from Guwahati.
The source said chief minister T.R.Zeliang flew to Delhi on some official works while Dr.Shürhozelie was scheduled to meet the ECI over the petition filed by the rival group which had sought recognition as the “original NPF”.
It was also learnt that efforts by some sections for a compromise deal between the NPF factions was mooted. With the crisis also evolving into a fight before the ECI and which could be decided only after February 7 when election to the Delhi assembly concludes.
