State to set up human rights commission

Nagaland government on Monday decided to constitute the Nagaland State Human Rights Commission (NSHRC), following Supreme Court order. 
On July 24, 2015 Supreme Court had directed those states, including Nagaland, that were yet to set up their own state human rights commission to do so expeditiously. Supreme Court said it was the statutory duty of the state governments to set up state human rights commissions as their absence makes access to justice by the victims of the human rights violation an “illusion”.
According to DIPR report, the commission would be headed by a retired chief justice of a High Court, who along with the members would be appointed by a committee headed by chief minister and speaker of the Legislative Assembly, home minister and leader of opposition as members. 
As per the rules, salaries, allowances and other terms and conditions of service of the chairperson and members would be as prescribed by the state government. 
NSHRC would also comprise of investigating wing to be headed by Superintendent of Police.  Once constituted, NSHRC would be submitting annual and special reports to the State government to be laid before the State Legislative Assembly along with memorandum of action taken or proposed to be taken and reasons for non-acceptance of the recommendations, if any, stated DIPR.
