Expressing concern over cross-border movement following eviction drive in Assam, Naga Students’ Federation’s (NSF) Inner Line Regulation Commission (ILRC) has suggested suspension on issuing new ILPs to persons from the affected districts of Assam until the situation stabilized and comprehensive verification could be established.
In a representation addressed to the state chief secretary, the ILRC chairman Senchumo NSN Lotha, ILRC member secretary Seve R. Vadeo and NSF vice president Mteisuding also demanded immediate cancellation of all Inner Line Permits (ILPs) issued to persons originating from Assam districts where eviction operations have been ongoing since July 29, 2025.
NSF demanded retroactive voiding of ILPs issued from that date onward, to prevent any loopholes in enforcement. It also proposed coordination protocols with Assam officials to obtain and share data on displaced persons and declared origins.
Further, NSF urged the state government for regular review to determine when ILP issuance could safely resume to these areas.
The federation stated that such steps were necessary to uphold the original purpose of the ILP system-protecting Nagaland’s cultural and demographic integrity during a period of significant regional disruption.
Taking note of Nagaland’s proximity to the eviction zones, the federation said there was significant risk that individuals from affected districts could seek entry via Inner Line Permits (ILPs)-potentially undermining both the regulation’s intent and the security of indigenous communities.
NSF has also offered its assistance to the state government in implementing these protocols, through awareness campaigns, verification support, and community coordination.
NSF expressed hope that the state government would give official response at the earliest, indicating the actions to be taken in light of unfolding situation.
