By the gracious gift of God, the Naga people are the only owner of Nagaland and Naga sovereignty. No one can deny this and it is inalienable. The Nagas are sovereign, independent and free by tradition. Therefore, the sovereign Naga people have democratically founded the Naga National Council (NNC) on 2nd. February, 1946 at Wokha to uphold the sovereign birthright of our people as a Nation. And no other National Council of Nagaland was formed by the Naga people till dale.
The Naga people then unanimously adopted a unique Resolution on 12th April, 1955 at Tuophema Village, Angami Region. The Resolution reads:
Any person or persons who in order to destroy or undermine the integrity and the well-being of Nagaland, and who for this purpose act, abet or set up organizations against or oppose the Political, Administrative and Traditional institutions of the Nation, or an attempt to do so, whether with or without the aid of another country or countries, shall be deemed to have committed TREASON.

The above Resolution was ratified on 27th. April, 1955 by the Naga National Council (NNC) in the Lakhuti Session.
I, therefore, honestly appeal to all of our people to unanimously reaffirm and implement this farsighted Lakhuti Resolution. So that the untold sufferings presently facing by the Naga people may be reduced in many ways and may gradually return to normalcy.
The Naga people are the sole owner and host of the Naga Nation. Our people must be united and fearless. Our people must not compromise the rights of their ownership. The Organization, factions or groups created themselves without any knowledge of the Naga people have no right to tax or dictate the democratic Naga people.
