A sensitization and awareness programme on the implementation of the Smart Prepaid Metering system was held on May 24, at the State Load Dispatch Centre (SLDC) Conference Hall, Nagarjan, Dimapur. The session was organized for the Urban Local Bodies (ULBs) of Dimapur Municipal Council (DMC), East Dimapur Town Council (EDTC), and Chümoukedima Town Council (CTC).
In his opening remarks, Chief Engineer (D&R), Er. Nitovi Wotsa, provided an overview of the smart prepaid metering system, outlining its objectives and potential benefits. He emphasized that the initiative would bring improved transparency, efficiency, and consumer control. He emphasized that smart meters would be provided free of cost, urging all stakeholders not to miss this important opportunity for modernization.
A PowerPoint presentation was delivered by Additional CE (D&R) and nodal officer, Er. R. Lobosang Jamir, highlighting the core features of the programme and the state’s roadmap for implementing the smart prepaid metering system.
Key highlights from the meeting include– The smart prepaid metering initiative is being implemented under the Revamped Distribution Sector Scheme (RDSS) of the Government of India. Two major components will be executed simultaneously across the state: i. 100% smart prepaid metering for consumers and ii. Loss Reduction Works to improve the existing power distribution infrastructure.
It was informed that all project works have already been tendered and awarded, and implementation has commenced. Financial support for system improvements is contingent on successful metering implementation and demonstration of reduced revenue losses.
In a statement, Executive Engineer Electrical Division, Dimapur Er. Lhuvoyi said the department is currently facing challenges due to a billing efficiency of only 50%, which adversely affects its ability to maintain a reliable and quality 24×7 power supply. Addressing these commercial losses through smart metering is deemed essential to ensure sustainability, it said.
However, resistance from civil society groups and consumers in Dimapur– state’s most populous and revenue-generating district– remains a major hurdle, DoPN said. This resistance poses a significant threat to the overall success of the RDSS project.
All elected councillors present were sensitized on these issues and urged to support the department’s initiative by engaging with residents and educating them about the benefits of the new system. The meeting concluded with a resolution to undertake extensive ward-level awareness campaigns led by the Power department in coordination with local bodies.
