United Sangtam Students’ Conference (USSC) has served a 15-day deadline on the School Education department to cancel all orders transferring teachers out of Kiphire district without relievers.
In a representation to principal director of School Education submitted through the Sr. SDEO Kiphire, USSC vice-president Sethrongba Y Sangtam and general secretary Lumpili Sangtam expressed dismay that within a year, the department had transferred seven teachers– five without relievers and two along with the posts – from Kiphire district.
They said random transfer of government teachers out of the district has led to shortage of teachers in most government schools under USSC jurisdiction, hindering smooth conduct of classes.
Though transfer-posting was part of government norms, they pointed out that transferring government teachers without providing relievers was affecting students.
United Sangtam Students’ Conference also reminded the principal director of the department’s own notification of January 9, 2009 that explicitly stated that “no post shall be transferred out of district along with the incumbent”.
Seeking clarification on what ground the department had transferred the teachers without providing relievers and a few transferred along with posts from Kiphire district, the two USSC leaders expressed disappointment that it was violating its own notification.
They urged the principal director to strictly adhere to the department’s notification and refrain from issuing random transfer orders violating the notification under political pressure or through favouritism under any circumstances.
They warned that in the event of the department’s failure to meet its demand within the stipulated time period, USSC would be compelled to start democratic agitation. They asserted that it should not be held responsible in the event of any unwarranted situation arising during such time, but the officer in-charge of the department.
Meanwhile, USSC asked all the teachers under its jurisdiction to be in their respective places of posting before November 1and resume their regular classes as per government notification by keeping the same spirit in providing their valuable services to the student community.
The conference declared that it stood very firm on its decision and would not succumb to any kind of pressure, warning that officials and teachers taking its appeal for granted would be doing so at their own risk.
