Vehicles to operate at 100% passenger capacity

State government has permitted all the vehicles to operate with up to 100% passenger capacity with immediate effect in the state subject to the conditions.

In an order, the state chief secretary J Alam stated that in both private and commercial passenger vehicles, everyone including the drivers and attendants would mandatorily wear mask at all times, adding that no passenger would be allowed to travel without mask worn correctly. 

The order stated that vehicles should not carry more than the total seating capacity besides there should not be any standing passenger in any vehicle. 

It directed all passenger vehicles to mandatorily maintain a daily log book of all travellers with the following details: name, phone, and date of travel. 

Hand sanitizer are be carried at all times and all passengers must sanitize their hands before boarding. The driver/attendant should mandatorily carry appropriate disinfectants and periodically disinfect frequently touched surfaces of the vehicle such as doors and window handles, seats, overhead hand grips, etc. 

Further, the vehicles must be washed daily and disinfected periodically. The order stated that drivers/attendants would not assemble or gather in groups at bus/taxi/auto rickshaw stands. 

The municipal/town council have been directed to ensure installation of adequate hand washing facilities—soap and running water or foot-operated alcohol-based Hand Sanitizer—at the bus/taxi/auto rickshaw stand and display adequate IEC materials (posters/ pamphlets/ flex banners). 

Further, the order stated that municipal/town council in collaboration with concerned Union/Association of passenger vehicles would conduct orientation programme on standard preventive measure for Drivers and travellers. It added that necessary technical support would be provided by district task force. 

In view of all the categories of passenger vehicles being now allowed to carry up to their maximum capacity, the order has directed RTAs/DTAs to revisit the existing fares/rates and consider revising them downwards suitably, if there were enhancements made earlier on grounds of restrictions on passenger capacity in the vehicles. 

More activities allowed outside CZs: State government has ordered to allow more activities outside the Containment Zones (CZs) in the State with immediate effect.

In an order, the state chief secretary J Alam stated that exhibitions/trade fairs/fairs; swimming pools; theatres/ multiplexes/cinema halls with up to 100% of seating capacity; social, academic, sports, entertainment, cultural, political and religious functions and congregations were allowed to open subject to strict adherence to the provisions, as applicable of the Standard Operating Procedure (SOP) for preventing the spread of COVID-19.
