Sub: Proposal for Strengthening Inner Line Permit (ILP) Enforcement and Monitoring Mechanism
Sir,
With due respect, the Western Sümi Hoho is pleased to submit the following suggestions aimed at strengthening the enforcement and monitoring of the Inner Lin Permit (ILP) system particularly in 3 Districts of Nagaland namely Dimapur, Niuland & Chumoukedima. In view of increasing migration and the need for maintaining demographic and administrative balance, it is imperative to ensure a robust ILP mechanism These recommendations have been categorized into Short-Term and Long-Term Objectives which can be facilitated in phased implementation by the Government of Nagaland and its allied agencies.
Short-Term Objectives
A. Verification & Authentication

  1. Integrating the Inner Line Permit (ILP) system with existing government-issued digital identification platforms, such as Aadhaar, PAN, and EPIC, which will enable robust biometric verification, enhancing security and streamlining the verification process.
  2. Scannable ILPs Introduce QR Code r Barcode-enabled ILP foe secure and efficient verification at checkpoints.
  3. Dedicated ILP Check-Gates: Establish ILP-specific verification gates at key entry points.
  4. 24/7 Manned Checkpoints Deploy personnel at all major entry and exit points, especially around Dimapur and adjoining regions.
  5. Transport Hub Monitoring: Enforce ILP check at railway stations bus terminals and airport.
  6. Ensuring Undiluted Authenticity of Naga Identity Through Stringent Certificate Issuance: The government must ensure that only individuals of undiluted Naga blood receive Indigenous Inhabitant & Scheduled Tribe (ST) certificates. This requires uncompromising verification in all cases, with particular scrutiny on Naga women marrying non-locals, their children, and all adoptions.
    This policy is crucial to prevent fraudulent claims and safeguard our inherent Naga identity.
  7. Strategic Limitation of ILP Issuance: To address the multifaceted challenges associated with unrestricted influx, we strongly advocate for the implementation of strategic limitations on ILP issuance.
    B. Law Enforcement & Penalties.
  8. Impose strict fines and legal penalties for overstaying, misuse, or bypassing ILP regulations.
  9. Take action against local residents who shelter, employ, or act as guarantors for individuals lacking valid ILP documentation
    C. Community Involvement & Awareness
  10. Form Local Vigilance Committees to assist law enforcement in monitoring and reporting ILP violations
  11. Launch Awareness Campaigns to educate both local residents and incoming migrants on ILP rules and penalties.
    D. Role of Businesses & Transport
  12. Make ILP verification mandatory for hotels guest houses and public transport operators.
  13. Collaborate with taxi unions and aggregators to incorporate ILP check before rendering services.
  14. Begin syncing ILP data with Assam’s transport and identity databases to improve cross-verification.
    E. Interstate Coordination
  15. Coordinate with authorities in neighbouring Assam, particularly in Karbi Anglong and adjoining districts.
  16. Provide ILP issuance facilities at entry points for tourists and short-stay visitors.
    Long-Term Objectives
  17. Centralized Verification System Develop a centralized ILP database accessible to immigration officials, police, and district administrations for seamless monitoring.
  18. Surveillance Infrastructure Install high-definition CCTV cameras at major entry points and sensitive locations in Dimapur, Chumukedima, and Niuland.
  19. Integrated Law Enforcement Ensure integration of ILP data with police and enforcement digital systems for real-time action and analytics.
  20. Implementation Task Force Constitute a dedicated ILP Task Force to overs phased rollouts, conduct audits, and review performance metrics.
  21. ILP Mobile Application Develop a geo-tagged mobile app enabling users to apply, renew, and check ILP validity digitally
  22. Real-Time eKYC Integration: Implement biometric-enabled eKYC systems at checkpoints for faster verification.
  23. Digital Blacklist System Maintain a digital blacklist of violators and guarantors, preventing re-entry or access to services.
  24. School and College Awareness Modules: Introduce ILP-related content in educational institutions through workshops, competitions, and digital platforms.
  25. Drone Surveillance Deploy drones to monitor porous and unmanned border areas for detecting illegal entries.
  26. Annual ILP White Paper & Dashboard: Publish an annual & monthly reports and live dashboard detailing permits issued, violations, enforcement actions, and district-wise performance.
  27. Digital ILP Kiosks Install self-service kiosks at major entry points to facilitate digital ILP application, renewal, and biometric verification
  28. Behavioural Scoring Mechanism: Develop a digital compliance scoring system for ILP holders. Frequent violations or irregularities could trigger enhanced scrutiny.
    These recommendations are intended to enhance both the effectiveness and credibility of the ILP regime while ensuring fairness transparency, and accountability We respectfully request that this proposal be considered for pilot implementation, with scope for further refinement based on feedback and reviews.
