IMPHAL, JUN 3: A memorandum submitted by a Zeliangrong body submitted to Union home minister Amit Shah on Wednesday, requested him to act decisively against serious violations of human rights, the rule of law, and the basic principles of peaceful coexistence by what it termed “Narco Kuki terrorists”
The Working Committee, Joint Tribes Council Manipur (WC-JTCM) submitted the memorandum through the deputy commissioner of Tamenglong district on Wednesday.
The memorandum which was also forwarded to the Manipur chief minister and DGP, sought urgent intervention to rescue the six missing Liangmai (Naga) members abducted by suspected Kuki militants and other activities against the Naga tribes in the state,
It also demanded removal of Nemcha Kipgen from the post of deputy chief minister while accusing her of being a sponsor/mastermind behind the unlawful activities in Manipur.
“A high-level independent inquiry shall be initiated into her role,” it demanded, while reminding that Nemcha Kipgen is the wife of ST Thangboi Kipgen, the chairman of Kuki National Front (P) which the WC-JTCM tagged as a “Narco-Kuki terrorist group”.
“We bring to your notice a series of grave, premeditated, and coordinated attacks on unarmed Naga civilians by Narco Kuki terrorists acting in collusion with Leilon Veiphei Kuki refugee villagers,” the WC-JTCM stated in memorandum while asserting that these incidents constitute serious violations of human rights, the rule of law, and the basic principles of peaceful coexistence.
While highlighting the series of unlawful activities carried out upon the peace-loving Naga by the Narco Kuki Terrorists, the memorandum stated that on May 13, 2026, six innocent Nagas were abducted by “Leilon Veiphei Kuki refugee villagers in active collusion with Narco Kuki terrorists from Leilon Kuki refugee village.”
“To date, their whereabouts remain unknown. This abduction has caused widespread fear and uncertainty among Naga communities, it added.
It also highlighted the killing of unarmed farmers from Dolang village – Wilson Thanga – who was ambushed on his way back from his paddy fields along with his family members at a place between Joujangtek Kuki village and Longsai village in Noney district on May 13 last.
It further recounted that on May 22, 2026, at around 2.20 pm, Kuki militants carried out a cowardly and unprovoked armed attack on innocent Naga farmers at Pongringlong (Charoi Pandongba), near Tupul in Noney district.
“The attack involved indiscriminate and continuous firing, directly targeting unarmed civilians engaged in peaceful agricultural work,” the WC-JTCM asserted while alleging that it was a direct assault on humanity and the spirit of coexistence in Manipur.
It further stated that a barbaric and cowardly assault was also committed by Kuki militants on three defenseless, unarmed farmers from Goitang (Nungadang) Village under Khoupum sub-division of Noney district on May 31, around 9am.
The complete details of their injuries or fate remain unknown, it added.
Lastly, on May 31, three young Naga villagers from Konsakhul who went to inspect a blocked water pipeline near the Konsakhul picnic spot were also ambushed by “KNF (P) terrorists“ in active collusion with Leilon Veiphei Kuki villagers.
One Naga youth sustained bullet injuries, it said, adding that “in an even graver violation of humanitarian norms, the attackers poisoned the water pipeline, deliberately contaminating the community’s only source of clean drinking water.”
“This act endangers the lives of entire families, including women, children, and the elderly, the apex body of the Inpui Liangmai, Rongmei and Zeme tribes stated.
Asserting that they were deeply aggrieved by such acts, the WC-JTCM placed a six-point demand before the Union home minister, seeking his immediate and decisive action.
Among other demands, the WC-JYCM demanded safe and immediate recovery of the six abducted Naga members by deploying all available security and intelligence resources to locate and safely retrieve the abducted individuals.
It also demanded the arrest and prosecution of Leilon Veiphei Kuki refugee village individuals and “Narco terrorists” responsible for the abductions, attacks, and poisoning of the water supply.
“Action must follow due process of law,” it insisted.
The memorandum further demanded deployment of adequate security forces in and around Joujangtek, Konsaram, Konsakhul, Goitang, Pongringlong, and all vulnerable Naga villages, to prevent further attacks and restore public confidence.
It also demanded compensation and rehabilitation for the injured, families of the abducted/killed, and all victims of the attacks in accordance with existing victim compensation schemes.
While seeking abrogation of suspension of operation (SoO) with “narco-Kuki armed refugees,” the WC-JTCM further demanded shifting of the SoO camps from Naga areas.
“This abrogation has to be carried out within one month (on or before 30th June, 2026) their continued presence poses a clear and present danger to Naga civilian populations,” it added.
The sixth point demanded immediate testing, purification, and restoration of safe drinking water at Konsakhul and a thorough investigation into the poisoning attempt as a potential crime against humanity.
While expressing trust in the wisdom and authority to act swiftly, the WC-JTCM asserted that delay will only encourage further violence and erode the trust of peace-loving communities in the system.
