NEW DELHI, JUN 25 (PTI): The government is considering a major change in foodgrain distribution under the Antyodaya Anna Yojana (AAY), proposing to replace the current fixed entitlement of 35 kg per household per month with 7 kg per person per month, subject to a maximum of 35 kg. The proposal is expected to benefit larger families among the poorest households.
The department of Food and Public Distribution has proposed amendments to the National Food Security Act, 2013, and invited public comments on the National Food Security (Amendment) Bill, 2026, until July 13.
Currently, AAY households receive 35 kg of foodgrains every month regardless of family size, while Priority Households receive 5 kg per person. As a result, larger AAY families often receive less grain per member than PHHs despite being more vulnerable.
The Ministry said the existing household-based system creates inequities because allocations do not account for the number of family members. The proposed amendment seeks to make distribution fairer by linking entitlements to household size. Under the new formula, a two-member AAY household would receive 14 kg per month, while families with five or more members would continue to receive the maximum 35 kg. Larger households are expected to gain the most from the change.
The government said the amendment is part of its effort to strengthen food and nutritional security under NFSA through a “human life cycle approach”. Rice and wheat will continue to be distributed free of cost to AAY and PHH beneficiaries.
