Legal advice will be sought before tackling excess appointments: Azo

Nagaland Home minister, Kuzholuzo (Azo) Nienu on Tuesday said the department will seek legal advice before dealing with excess appointments so to avoid hurdles. 
Azo also admitted that the image of the Home department had taken a beating in the past and so his first priority would be in restoring its reputation. 
Addressing media persons at Director General of Police’s (DGP) office chamber here on Tuesday evening, Azo said it would not be possible for him to fulfil all expectations of the people within a short span but assured that he would try to acquaint himself with its system of functioning. He also said if given responsibility of the same department in future, he would restructure it to bring efficiency. 
On transfer and posting of officers, Azo said as per Election Commission of India guideline no “home posting” would be permitted and that officials who completed three years of posting would be transferred. 
Azo also told media persons that he would be holding a meeting with Threat Perception Committee on January 5 to review threat perception of VIPs and senior officials. In this, he sought cooperation from all legislators and officials as some of the bodyguard detailed could be withdrawn. 
On Illegal immigrant issue, Azo said the matter was very complicated and Home department needed more time to bring out a policy on the subject. He added there was a proposal to introduce online Inner Line Permit (ILP) system for Dimapur
Also chipping on the matter, acting DGP Rupin Sharma, said with online application for ILP, database could be maintained systematically. He said Dimapur was so far not covered by ILP and that the legal implications of its introduction to the Dimapur would be studied.
Sharma said since Dimapur was not covered under the Bengal Eastern Frontier Regulation (BEFR), 1873 it remained outside the purview of ILP. Nonetheless, the existing ILP mechanism would be strengthened throughout the State to curtail the flow of illegal immigrants, he added. He said there was a government proposal to issue ILP online and bar-coding it to help check ILP holders.
On excess appointments, the DGP said there were currently 1,600 excess personnel in the police department which could be higher or lower. 
Meanwhile, on Pillai’s case, the Home minister said he would study the matter but added that the services of the controversial officer had been terminated and that he had not been attending office any longer.
The DGP said he had issued instructions that Pillai should not attend office and directed that he should be informed if there was any information or evidence of Pillai attending office. On the resolution of the Nagaland Legislative Assembly on “solution before election”, Azo said the state government would have to go by the Government of India’s decision . However NPF as a party would go ahead with preparation for the Assembly election, he said.
On creation of new Noklak district and ongoing demand for Tseminyu district, the Minister said, if criteria were fulfilled, the government would have no hesitation in upgrading to any subdivisions into district headquarters.
SN lauds Azo proposal to implement ILP in Dmu
DIMAPUR, JAN 1 (NPN): Survival Nagaland (SN) has lauded the proposal of Home minister Kuzholuzo (Azo) Neinu to implement Inner Line Permit (ILP) in Dimapur before the ensuing assembly election, close on the heels of the draft publication of NRC by Assam.
In a press note, SN media cell expressed optimism that under Azo’s dynamic and visionary leadership, the much needed ILP to safeguard Nagaland will be implemented. 
“ILP implementation in Dimapur at this juncture of National Register of Citizens (NRC) declaration will be the best vaccination against the serious parasites of illegal migrants that is killing Nagaland which, if left untouched without a strong mechanism like ILP will bring doomsday for Nagaland,” SN stated.
SN also asserted that Nagaland should in no manner be the dustbin of Assam’s rejected NRC applicants by being foolish and ignorant to accommodate the illegal migrants. It strongly appealed to the authorities and the public to be vigilant lest Nagaland becomes the ‘Dustbinland’.
